At the annual congress of the Hungarian Society of Economics (Magyar Közgazdasági Társaság), in Zalakaros, Balázs Váradi presented the main findings to BI's study Need a Scalpel, not an Axe.

He exposed as a fallacy the blind belief that means testing always dominates universal transfers and compared some of the measures the Bajnai government has taken to the proposals the Institute put forward half a year ago.
