At the annual conference of the Public Foundation of the Homless, Ágota Scharle presented an overview of the past 20 years of social provisions in Hungary. One of the lessons of this exercise is the mounting evidence that reintegrative services are rather weak. In countries with a comparable poverty rate, the proportion of the persistently poor is much lower than in Hungary, which points to the weakness of measures that would help people to leave poverty.
